Context:
Under the overall supervision of the Chief of Mission (CoM) in IOM Somalia and direct
supervision of the Deputy Chief of Mission and in collaboration with relevant units at
Headquarters and the Administrative Centres, the Programme Manager (Protection) will be
responsible and accountable for managing the protection unit functions in Country Office
Somalia.
Core Functions / Responsibilities:
1. Manage the Protection Unit’s standalone Protection, Gender Based Violence (GBV),
Protection from Sexual Exploitation and Abuse (PSEA) and Disability Inclusion programmes,
and technical oversight for protection components of programmes operated by other Units in IOM Somalia.
2. Manage the protection programming in IOM Somalia’s field locations, including staff
supervision, coordination of all thematical areas of Protection, GBV, PSEA and Disability
Inclusion, activity implementation and donor liaison.
3. Technically supervise and direct other staff responsible for implementing Protection
interventions, including Protection Mainstreaming, GBV, PSEA and Disability Inclusion.
4. Coordinate Protection and Gender Mainstreaming across all pillars including those related to
development and peace to ensure geographic, sequential, and operational coherence in the
mission.
5. Mobilize resources through the development of new projects, including developing proposals
and operational frameworks.
6. Exercise administrative and operational management, and backstop the financial aspects
responsibility for relevant projects, maintain oversight of project cycles, and ensure programmes
are consistent with audit and donor requirements.
7. Support development and implementation of IOM Somalia’s GBV Action Plan in accordance
with IOM’s GBV in Crises Framework.
8. Coordinate Protection, GBV and Disability Inclusion trainings for persons employed by IOM,
IOM partners, and other key stakeholders.
9. Represent IOM Somalia in the field of Protection (protection cluster and sub- clusters),
including inter-agency forums and liaise with the Protection Cluster IM / analysis focal points.
10. Prepare regular reports covering protection activities; prepare briefing, statistical/narrative
reports and background information as required including specific information requested by
Governments and other entities.
11. Provide advice on protection related issues to the IOM Somalia Senior Management and
Project Support Unit and mainstream protection, across the IOM Somalia areas of work,
including but not limited to internal policies and practices.
12. Develop, update and disseminate the IOM Somalia Protection-GBV-PSEA Strategies.
13. Strengthen the Protection Unit’s programme monitoring, evaluation and knowledge
management system in close collaboration with the IOM Somalia Information Management and
the Programme Support Units.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Political or Social Sciences, Human Rights or a related
field from an accredited academic institution with five years of relevant professional experience;
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in multi stakeholder coordination and ability to establish and maintain working
relations with government counterparts, UN agencies;
• Field experience in the Migration or Humanitarian fields –particularly protection;
• Experience in Project design and monitoring;
• Five years of experience in the field of migration, internally displaced persons’ assistance and
protection with at least 3-year experience in a crisis context as a protection officer or equivalent
(specific focus on prevention and response to gender-based violence, protection and assistance
to unaccompanied and separated children, assistance and protection of most at risk groups in
crisis contexts);
• Previous experience with UN and International Agencies, international or local NGOs is
required.
Skills
• Knowledge of IOM’s sectors of assistance in crisis response and key inter- agency
coordination mechanisms and standards a clear advantage.
• In depth knowledge of the broad range of migration related subject areas dealt with by the
Organization;
• In depth knowledge of protection related subject areas;
• Knowledge of UN and bilateral donor programming;
• Good, communication, managing and negotiation skills;
• Strong interpersonal and intercultural skills with proven ability to work effectively and
harmoniously with a team of colleagues;
• Ability to multi-task and delivers on set objectives and timelines in hardship situations;
• Demonstrated ability to maintain integrity in performing responsibilities assigned.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
