The Opportunity
The position will work to support, expand and promote Save the Children’s child poverty and livelihoods programming in Egypt guided by its Country Strategic Plan (CSP). As a member of the Program Development and Quality (PDQ) Team, the Adviser will provide oversight and technical guidance in the development, implementation, monitoring and reporting of all activities designed to create sustainable livelihoods and reduce child poverty through social protection and cash-based programming in both humanitarian and development contexts. This includes developing and implementing technical capacity building plans for Save the Children and partner staff, accountability for quality implementation, and adherence to standard operating procedures (SOPs) for management of cash-based interventions.
Other key responsibilities include: supporting Technical Advisors, Field Office Managers, Project Managers and local partners to design, pilot and deliver programs; design and support training sessions and monitoring tools; and, participating in strategic discussions and planning meetings. The Advisor will support teams in the country offices make effective linkages between livelihoods and child poverty programming and other programmes, including child protection, education and health interventions, and facilitate knowledge generation and sharing. The post-holder will work closely with project teams providing and technical support and direction to activities designed to strengthen resiliency and, livelihoods skills and social protection. The Advisor will also support the Egypt Country Office to improve accountability to beneficiaries of its livelihoods and child poverty programmes.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
In order to be successful, you will bring/have:
Master’s degree in development economics, international development or a related field is required
Minimum 10 years’ experience in livelihoods, poverty reduction and/or social protection programming in in a humanitarian and development program context
Minimum 3-5 years’ experience in livelihoods, poverty reduction and/or social protection programming in a senior management/advisory position.
Excellent knowledge of poverty reduction programming, with a focus on child poverty and expert knowledge of livelihoods skills development and social protection, including cash transfer programme implementation.
Excellent written and oral communication skills
Ability to think strategically to solve problems and find effective ways to accomplish goals
Well-developed communication skills across cultures
Ability to build consensus between conflicting view points
Strong interpersonal skills and ability to work as a team player and independently
Training experience
Experience in program design and proposal development for private foundations, bi-lateral and multi-laterals
Experience in representation with international bodies, government and funders
Fluency in Arabic and English (written and spoken)
Ability to work under pressure and deliver results with tight deadlines
KEY AREAS OF ACCOUNTABILITY:
Program Development, Design and Implementation
* Participate in the multi-sectoral needs assessment, while leading on livelihood and child poverty sector, and ensure that data collection and analysis processes is place and well documented and appropriately reflected in livelihoods and child poverty program design.
* Provide technical support to other sectors TAs, program teams and partners in the country within area of responsibility, including but not limited to assessments for program design and start-up, and technical inputs to monitoring and evaluation tools and approaches in coordination with the MEAL staff.
* Lead on proposal development for projects that include livelihoods and child poverty elements, including training, business development services, cash transfer programming and graduation from social protection programmes, and ensure buy-in and collaboration across sectors.
* Lead the development of the Egypt Country Office’s finalise a Livelihoods and Poverty Sectoral Plan Reduction Strategy based on its Country Strategy Plan (CSP).
* Liaise with relevant sector Technical Advisors on innovations to ensure coordination and integration of a poverty lens in developing multi-sectoral interventions
* Lead the development of livelihoods and child poverty sectoral policies, SOPs and work plans.
* Provide technical supervision of livelihoods, cash transfer and other social protection programme implementation, using SCI quality frameworks and benchmarks, inter-agency and other internationally-recognised standards and best practices in both humanitarian and development contexts.
* In addition to regular quality reporting, ensure the PDQ Director and Deputy Country Director are immediately made aware of any issues in the field that compromise the quality of livelihoodsof livelihoods and child poverty programming.
Capacity Building and Learning
* Build relationships and collaborate with livelihoods, cash transfer programming and social protection teams in the MEEE Region and globally to explore and develop links to the Egypt Country Office activities.
* Provide technical capacity building support to the Country Office, including training, coaching and technical oversight to support the use of SCI’s common approaches in livelihoods and social protection programmes and creation of platforms for cross-learning based on after action reviews.
* Develop locally adapted tools and approaches based on field work experience in Egypt, specifically as these relate to assessment and design and monitoring and evaluation in collaboration with the MEAL team.
Monitoring, evaluation, accountability and learning
* Ensure that lessons learnt from the livelihoods and child poverty programme are shared and capitalized on both internally and externally.
* Oversee evaluations of livelihoods and child poverty programming.
* Support the collection of documentation and share information on developing best practice within the PDQ and Operations team, including ongoing programme analysis at field level
* Identify, promote and manage opportunities for cross-learning for staff in field offices and partner organisations in key areas of relevance to their development.
* Identify and facilitate staff development opportunities for field office staff in the area of livelihoods and child poverty programming.
* Support establishment and coordination of mechanisms, such as youth advisory groups or community councils, to increase participation in programs for improved accountability.
External relationships
* Represent Save the Children at appropriate coordination or steering group meetings, nationally and internationally.
* Represent Save the Children with relevant donors in line with the Country Office’s donor engagement and fundraising strategies.
* Lead the Country Office’s participation in national-level networks and establish strategic partnerships with other livelihoods and social protection actors in Egypt.
* Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
Safeguarding Policy
* Support in the mainstreaming of Save the Children’s safeguarding policy within livelihoods and social protection programs design and implementation; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention.
* Collaborate with the Program Operations teams to ensure that activities are safe for children and adults, and that all steps are taken to ensure their meaningful and safe participation.
General
* Contribute to the CO risk management process and matrix development, communicate mitigation measures with the team and ensure that they are in place.
* Contribute to the development of communications products, in collaboration with the Country Office Communications Manager.
* Comply with Save the Children policies and practice with respect to safeguarding, code of conduct, safety and security, equal opportunities and other relevant policies and procedures.
