Task Description: About the Project

IFC has created a climate-smart cities platform called APEX Green Cities. This powerful new platform will help cities make decisions about the future of their energy, transport, water, and waste systems through an extensive array of policy and investment options alongside financial costs and payback calculations. The APEX Green Cities program aims to increase the pipeline of public and private climate-related investment influenced by city level policies and investment plans.

The APEX Climate Investment Opportunities Diagnostic for Lagos will use the existing Climate Action Plan to prepare an assessment of low carbon investment opportunities within the Climate Action Plan for Lagos State. It will evaluate the actions proposed in the Climate Action Plan in terms of cost, payback periods, and potential funding sources using the APEX software, and propose a green investment pipeline that the city can use to explore various sources of finance, such as private finance, climate finance, or other business models. The Lagos APEX Climate Investment Opportunities Diagnostic will begin with the completion of the APEX Data Capture Form. Data will be collected from predominantly secondary sources (i.e., government publications, records, existing studies/reports, etc.). The Data will be used in APEX to create a Draft Climate Investment Opportunities Diagnostic, which will serve as the basis for discussion during local workshops and engagement meetings with city officials from across departments/sectors. Workshops will include discussions of Climate Action Plan measures in APEX, fine-tuning the options based on cost and impact, and financing opportunities. The Final APEX Climate Investment Opportunities Diagnostic report will capture the outcomes of the workshops and feedback from reviewers and stakeholders.

Scope of Work

IFC is seeking a local consultant to support the delivery of the APEX Climate Investment Opportunities Diagnostic report for Lagos. The consultant will serve as the APEX team’s local liaison with the city government and private sector stakeholders, as well as take responsibility for data collection efforts, research, and coordination.
