Responsibilities

  1. Budget preparation:
    • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for Trust Funds administered by the BRS Secretariat.
    • Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
    • Assists in securing approval from the conferences of the Parties.2. Budget administration:
    • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
    • Monitors budget implementation and determines/recommends reallocation of funds when necessary.
    • Monitors expenditures to ensure that they remain within authorized levels.
    • Reviews all requisitions for goods and services to ensure accuracy of funding sources that have been charged, ensuring availability of funds.
    • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Prepares relevant documentation with respect to budget performance submissions.
    • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
    • Provides substantive support to intergovernmental and legislative bodies as well as internal and external audits.
    • Provides expert advice to programme managers on correct procedures, interpretation of Financial Rules and Regulations.
    • Prepares periodic analyses on the status of allotments; monitors obligations/expenditures and reviews unliquidated obligations.
    • Coordinates and provides guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in the SAP based UN ERP System (Umoja).

    3. General:
    • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Monitors and supervises the work of subordinate staff as required.
    • Performs other related duties, as assigned.

 

Education

  • An advanced university degree (Master’s degree or equivalent) in in business or public administration, finance, accounting, law or related area is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in accounting, finance, budget, business administration or related area is required.
  • Experience producing financial reports using business intelligence tools to analyze data from an Enterprise Resource Planning (ERP) System (such as SAP) is required.
  • Experience with project planning, monitoring and reporting within an Enterprise Resource Planning (ERP) System is required
  • Experience with the management of Trust Funds is required.
  • Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable.
  • Experience with developing dashboards using MS-Excel Power Pivot or Power BI is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
